Well not with the citizens. Didn’t they take an oath to server and protect the constitution and citizens? If so what is the percentage of the citizens that have to be fighting the fbi before the fbi lays down their guns and walks away?
The answer is likely: there is no such percentage. For the oath they take is a lie.

At a minimum it was brv51% but I would argue with old people and children, draft dodgers and anti violance people taking up a larger part of the population the minimum should be closer to 20%.
There really should be a law about it.
