As a non-American, I have the impression that this action is completely intentional. It is as if the decision makers have given up and are completely unconcerned with lives of the people in their city. I`m interested in one thing – what are their goals in this.
I have friends that are SFPD, they don’t arrest anyone anymore. There is a stand down policy. Crime is getting worse by the day. The SF apple store has their own portable police station right out front, security guards inside, and still gets robbed regularly. I was a victim of theft in SF, I knew the criminal, went to the police station, and the police wouldn’t write a police report nor do anything about it. The place has gone to hell.
